Indonesian-Australian Court Co-operation to Introduce e-Learning in Religious Courts

When the Family Court of Australia introduced the idea of e-learning in discussions with Indonesian Religious Court colleagues, there was a lot of enthusiasm, but their budget and staff were fully committed.  The only way they could implement it, the Director-General said, was to work on it after hours, with the support of the Australia Indonesia Partnership for Justice (AIPJ) and the Family Court.

Two years later, it is now a reality and the Religious Court’s commitment to service excellence has been captured in various training modules online. Training online or e-learning was the only way to ensure that the 700 information desk officers spread across 359 religious courts throughout Indonesia received consistent instruction at their workplace and home. The Religious Courts deal with all family law matters for Indonesia’s 200 million plus Muslims and have a particular role in providing access to justice for women.

In 2015, the Religious Courts partnered with AIPJ to engage national IT solution company, Brainmatics (http://brainmatics.com/) and the University of Indonesia’s Centre for Legal Reform (http://mappifhui.org/).  This partnership with private sector and a university think tank has led to the development of four training modules of public service: (1) The Concept of Public Service; (2) Role of Information Desk; (3) Presenting Services, and (4) Access to Justice, which can be accessed through the e-learning website (http://elearningbadilag.net/).

In early 2016, the Court conducted trials of e-learning in the Religious High Court in Mataram, Jakarta, Makassar and the Syar'iyah Court in Aceh, and by September 2016, 378 officers had accessed the modules in e-learning website.

E-learning offers numerous advantages when compared to face-to-face or classroom learning.
a.    Cost effective
An e-learning system reduces many costs that would normally be associated with classroom training, including travel, learning materials, venue, and catering. Important text packets and lesson plans can be updated quickly and easily, and since they remain online, can save on printing cost.
b.    Convenience and flexibility
E-learning means no boundaries. Court officials have the ability to participate in online courses from anywhere with an internet connection. This eliminates a lot of energy spent coordinating where and when a course will take place. E-learning gives both management and court officials more flexibility with getting important training completed just-in-time as requirements change.
c.    Timely feedback
Court officials are able to get real-time feedback during an online training course. Additionally, because everything is connected online, management can also get up-to-date analysis on how courses are doing, and track the progress of individual court officials. It’s so much easier for the training management to conduct evaluation and quizzes, the e-learning system can automate the grading and evaluation.
d.    Easier access to information
We all know that referring back to sloppy hand-written notes taken during training sessions is not the most effective way to retain information. Online training helps take paper out of the equation altogether. E-learning materials are stored online, so court officials can access important resources any time they encounter a question or difficult situation.
e.    Improved retention
E-learning gives Badilag the opportunity to create more engaging training course through the use of videos and interactive slides. The courses lead to better results by helping court officials retain more of the information learned.

The Director General of Badilag has encouraged the organization to not hold “traditional” training anymore, but conduct it through the e-Learning system. New models are now being developed by the Court, with their own resources, on Sharia Economic Law and Basic and Advanced Registrar Training.
