
Discussing the draft of SOP Integrated Service for Marriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate at Hotel Morrissey, Jakarta
New SOP to enhance integrated service delivery
On 29 January, PUSKAPA UI supported by AIPJ conducted a workshop in Jakarta to discuss the Standard Operating Procedure (SOP) for the Integrated Service ofMarriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate.
AIPJ and PUSKAPA UI met with representatives from the Directorate General of Population and Civil Registration of the Ministry of Home Affairs, and stafffrom the Ministry of Religious Affairs and the Supreme Court. They discussed the draft SOP, potential improvements and implementation processes. In particular, thoughtswere shared on the SOP socialization process, coordination and responsibilities, document formats and requirements.
The SOP is an instrument that will be implemented in integrated services to enhance delivery and ultimately the community member’s ability to access legal identity efficiently and effectively. It functions as a ‘manual’ or guidance that will be included in training guidelines, acting as areference point for service providers.
Piloting of the SOP will occur in five of AIPJ’s Legal Identity working areas, including North Sumatra, West Java, West Nusa Tenggara, East Nusa Tenggara and South Sulawesi. Its development was informed by AIPJ’s and PUSKAPA UI’s assessment of integrated service delivery conducted in the districts of Bogor (West-Java), Lombok Barat (NTB), Asahan (North Sumatra) and Bone (South Sulawesi). It lead to the development of the first iteration of the instrument.
AIPJ will continue to support the drafting process of the SOP that is hoped to be adopted nationally.
