Discussing the draft of SOP Integrated Service for Marriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate at Hotel Morrissey, Jakarta

New SOP to enhance integrated service delivery

On January 29th, PUSKAPA UI supported by AIPJ conditioned a workshop in Jakarta to discuss the Standard Operational Procedure (SOP) for the Integrated Service for Marriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate. AIPJ and PUSKAPA UI met with representatives of the Directorate General of Population and Civil Registration of the Ministry of Home Affairs, and with representatives of the Ministry of Religious Affairs and the Supreme Court. The SOP is an instrument that will be implemented in the Integrated Services to enable people to access legal identity efficiently and effectively.

The Standard Operating Procedure (SOP) functions as a ‘manual’ or Guidelines to execute Integrated Service for Marriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate in assisting people to obtain Legal Identity. People can have their births and social statuses registered and marriage certificates as well as birth certificates are issued. The SOP will be included in the training guidelines and in overall will function as the basic reference for the implementation of Integrated Service. The SOP will be piloted in five of AIPJ’s Legal Identity working areas. These areas are North Sumatera, West Java, West Nusa Tenggara, East Nusa Tenggara and South Sulawesi. The SOP was developed based on AIPJ and PUSKAPA UI’s assessment of Integrated Service that was conducted in the district areas of Bogor (West-Java), Lombok Barat (NTB), Asahan (North Sumatera) and Bone (South Sulawesi). The findings of observations on these four areas form the basis for the SOP. The SOP was then developed to establish a nationwide implementable SOP.

The discussion that took place this day forms the basis for the draft of SOP Integrated Service which will be used in the guidelines for facilitators of Integrated Service. The workshop discussed the SOP, its potential improvements and further implementation processes. All parties were given the opportunity to discuss issues, clarify subjects, and verify information and console on issues. Many discussions followed on both practical and in-depth matters such as SOP socialization process, coordination and responsibilities, formats for documents and requirements of documents. AIPJ will continue to support the drafting process of SOP Integrated Service for Marriage Legalisation, Issuance of Marriage Certificate, and Issuance of Birth Certificate.
